Minimum Staffing Requirements

Pennsylvania regulations (28 Pa. Code § 211.12) require nursing facilities to provide at least of 3.2 hours of direct resident care per resident, per 24-hour period, an increase that took effect July 1, 2024. Staffing ratios also apply: at least one nurse aide for every 10 residents during the day, one per 11 in the evening, and one per 15 overnight.

Older Adults Protective Services Act (OAPSA)
